Food stores don’t have that issue. And we’re talking about NYC.

It’s the other way around - government run liquor stores started after Prohibition to make sure liquor laws keeping booze away from minors were enforced properly. Food stores don’t have that issue. And we’re talking about NYC.
And the Department of Defense is the country’s largest food provisioner/retailer, after all.
