Two thoughts of mine about this:

1. This is the product of American christofascists believing that scientific progress is borne out of being white and having a lot of money
2. Scientists leaving to places like Canada, Germany, etc. feels like it won’t have as much of a brain drain effect as them leaving for China. Canada and European countries are barely sovereign. Their works will easily feed back into American corporations.
