I had a flat like that when I was living in London. I never turned the heating on it was always too hot, at one point I had the windows open while it was snowing outside.

I got a portable air conditioner which helped somewhat but portable air conditioners aren’t really a good idea because they tend to dump a lot of heat back into the room via the hose line.
