The part about calling 911 and saying unidentified men seem to be impersonating police is good, but don’t try to talk to them or reason with them, that will just get you assaulted. They only care about subduing targets (to them you’re a target or a threat, not a human). If they’re already in your face giving you orders, hopefully a witness will make that call for you, and you do it for someone else if you witness it.
Even if they don’t come up to you, “911? There’s a gang of people here with guns and tacticool gear on.”
Maybe the police won’t care, but at least you’ll be wasting their time, because they’ll have to roll out in force to check it out.

They do if they think someone is impersonating a police officer and has a gun. They love to shoot at people, its like 45% of their job depending on the area. Seriously, this would work. Given that we have a case fresh in the minds of someone impersonating a police officer and assassination people, they’ll take you seriously. Hell, tell the 911 operator that you’re a republican and the police might even run some red lights to get there.
Edit: in all seriousness though. This is solid advice. Police dont like other people pretending to be them.

Except HSI and ICE don’t have badge numbers, so you’d say, “What’s your name and call sign?” The call sign is most commonly a letter followed by 3 digits. ex: A-123
