This completely skirts the issue; that homicides by police are rising. Again. No need to focus on those who are mistaken about global crime rates when there are real-world authoritarian crimes.

Homicides in the country I live in are down, and so are homicides by police.

Homicide is just a facet of crime. We’re constantly exposed to stories about theft, battery, sexual assault and all sorts of other crime as well.
I’d wager the crime rates for lower income areas have stayed the same, while upper middle suburbia got the nice decreases seen here.
