No, don’t question suburban development patterns, don’t question planing policy, don’t question whether it’s realistic or practical for everyone to own and operate personal cars. That could undermine the profitability of various special interests. Instead, blame it on these vulnerable populations who we can visibly brutalize for you.
Edit: to be clear, this is just one facet of the scape goating of immigrants and other vulnerable groups to avoid having to have difficult fights with powerful special interests.

Way back in the day, a comic (Carlin maybe?) did a less-dumb version of this joke. Something along the lines of “I’m pro-abortion and I’m pro-death-penalty. I’m pro- whatever leads to fewer people on the 405 at rush hour.”
I remember Carlin doing a bit about being pro abortion, and pro death penalty, but it had nothing to do with cars and traffic. He just did a whole bit where they turn 4 states into prisons that have a live pay per view feed of death fights, so you can watch people die without leaving your couch. He also was in support of legalized betting on these fights.
