    There are ways to incentivize having children, like good free easily accessible daycare, good free easily accessible schools and higher education, protection from job loss and career stagnation due to having children, financial support till the kids are like 25, cheap supplies for children all age,… But actually getting people to have more children is not the real goal anyways I suppose
