Probably the ordinary man who has to support the billionaires’ way of life financially, and deal with the aggravation of letting the man-baby have his way with everything without consequences.
At least that’s how I read it.
Also what’s the significance of the things in his hands ? Is it the scales of justice and a torch, like the statue of liberte? If so why does the torch have… a broom stick? Also why the statue of liberte? just because its a popular american statue?
It’s a masterpiece, I’m just trying to absorb every piece of significance I can but might be over-thinking it.

It is a golf club and an uneven scale.
