I checked the Girl Scouts website, and it looks like they unfortunately don’t ship overseas. They do have some program for Girl Scouts living in American military bases to sell cookies, so if you live near one they might be available there:

USAGSO operates a limited Cookie Program, which is restricted to sales on U.S. military installations in Asia, Europe, Guantanamo Bay, and Bahrain as well as in the U.S. Virgin Islands, Northern Mariana Islands, American Samoa, and U.S. Embassies in Cairo, Tokyo, Lisbon, Frankfurt, North Athens, Madrid, Sarajevo, Pristina, Rome and Paris. The cookie program is limited to these locations for a variety of reasons, but mainly due to the restrictions around the importation and sale of American food products outside of the United States. Consequently, Girl Scout cookies are only sold at these locations and cannot be sold in your community.
