      Petasan sounds like Peter-san

The cartoon character is Peter Griffin from Family Guy, who is quite prominent in meme culture, and in the picture they are wearing a martial arts outfit and doing something martial arts related and seem to be in a Japanese-styled room judging by that window

“san” is a suffix in Japanese, it’s an honorific kinda like Mr/Ms but not quite because Japanese is complicated

-san is a suffix used in Japanese that denotes respect for someone. I’ve see it translated to English often as Mr. or Mrs., but we don’t have the same honorific system and in many cases those don’t make sense or sound right, so they’ll just keep it as Neptr-san in the translation.
