Yes. ForgeFed is an ActivityPub extension just for repository hubs like Forgejo.
For example someone on instance codeberg.org will be able to interact with repos hosted on instance gitea.angry.im.
Does the code/project get hosted on a single instance? Or that is also made available on other instances?
Git is already decentralized, but for now creating a mirror is a manual process if that is what you mean.
