Now, here’s an idea that just plain and simple didn’t work. (Of course, it has plenty of company in that regard.)
I was thinking about Western films and that common scene of some guy getting thrown out the swinging doors and into the street. In this case, every customer in the place is either running or being thrown out―implying that there’s a pretty tough and angry character somewhere inside. And how tough a guy is this mystery person? Well, that’s his bear parked outside. It’s confusing, obtuse, esoteric, and strange―in other words, it’s a Far Side cartoon.

I was wondering if the idea was that someone so tough that they ride a bear was inside fighting, and at least I was right. But yeah, not his best gag.
I was thinking the bear belonged to window guy. That the guy jumping out the window was that dumb kind of tough that does reckless things like jumping out glass windows and riding a bear.
Definitely wouldn’t have got it without the context.
It’s too tight cropped and the bear should be parked separately from the horses.
