Because that would open the door for every cop in the state of Alabama to be arrested, and they don’t want to do that.
At best, they wouldn’t have cops at all. At worst, the new ones might actually want to do something like stop crime, and that’s against the AL way.

She did not report the incident, the family member said, but another employee saw the video and asked her if she OK.
