    He’s definitely had a stroke, which makes sense as to why his address about Kirk was AI-generated. Can’t have his base knowing he can’t speak well, that seems ‘un-manly’ to them.

      Important to not fall for disinformation, it was more likely a morph cut.

      Now, there could be several reasons for this… like him rambling on incoherently, or they just only had time for a few cuts and stitched them together.
